I don’t think Michael Bay made those decisions. He was producer not director or screenwriter on either film. Sometimes the producer merely gets the money and is not that involved in the film, sometimes they are never even on set (most def the case for Friday the 13th as he was filming Transformers, also he walked out of the premiere of the film unhappy with it).
