You could use photoshop or any layout program, even Word. It depends on how large you want it, how detailed, etc. Assuming you have nine pictures already, your issue is just to lay them out in a grid pattern. You would create a new document/file and import/upload/drop in/insert (whatever the lingo is for the program you’re using) your photographs. When you create the document, make the dimensions large enough to fit your nine pictures. Resize each photo to fit into this main layout. Some programs have an invisible grid that will align automatically for you (you can turn it on and off), or you can use guides.
