It originally was going to be just one movie, or maybe a trilogy, but when the first was such a huge success, he conceived a nine-movie epic. After the three original films, he planned to do the three prequel episodes, then three more showing what happened after “Return of the Jedi”. The first movie originally didn’t have an episode number, but “The Empire Strikes Back” was released as Episode V after he decided to make the prequels later.
